This question is a bit unclear, as the word signal can sometimes be used to describe transfer of data from point to point and there are various layers of the TCP/IP model responsible for different data transfer. 

Though the physical layer does handle the transmitting of bits in the form of physical signals over a medium. There by handling the host to host communication within a network. An example of signal transmitted by the physical layer is electric signals over a cable.
