Home location register (HLR):

• The home location register (HLR) is the permanent and important database of the GSM network.

• It maintains the permanent mobile number and profile information of each subscriber.

• The information about current location of each subscriber is also maintained in HLR.

Visitor location register (VLR):

• The visitor location register (VLR) is a temporary database of visiting mobile users, maintained by the visited network.

• The information about the currently visiting mobile users is maintained in VLR.

Something to note:

The edge router in home network in mobile IP is similar to the HLR in GSM.

The edge router in foreign network is similar to the VLR in GSM.
